I am not sure actually, cause I am using the libvirt Virtual Machine Manager UI for creating VMs. However, it runs in "Host passthrough mode" which could be it. I also noticed that it seemed to be configured for 4CPUs, 1 core each, so I tried changing it to 1CPU, 4 cores, like in your Proxmox screenshot above. It didn't make a lot of difference though.
