if you are going to handle the data on the rpi you could use that as the modbus master instead and save some devices.. personally i am not a big fan of modbus but once you have got it to work i runs fine.. How about the PLC? what does it do, can you access it? with such a small setup it could be better to add the sensors to the PLC and let that handle everything.
